Editorial: Homeless in Westchester

For the homeless during the coldest and harshest days of winter, shelter becomes a matter of life and death. We remember all too well the five local fatalities in Bedford and Mount Kisco between 2008 and 2010, attributable to the consequences of living outdoors in the cold.
